Naperville officers recognized with CAPS awards for reducing heroin trafficking in community > ILFOP

NAPERVILLE – Members of the Fraternal Order of Police (FOP) Lodge 42 in Naperville were recognized Thursday with Citizens Appreciate Public Safety (CAPS) awards for reducing heroin trafficking in the community.


The officers recognized with the CAPS award include lead investigator Detective Mike Caruso; Detective Wojtek Kowal; Detective Eddie Corneliuson; Detective Dave Lindgren; Detective Ken Czubak; Detective Erik Richards; Detective Tammy Spencer; Detective Mike Couterier; Detective Kory McLaughlin; Detective Steve Gonzalez; and Detective Anthony Cimilluca, all members of FOP Lodge 42. Sergeant Nick Liberio was also recognized.         


The story began on February 20, 2015 when Naperville officers responded to a heroin overdose death. A five-month investigation spearheaded by Detective Caruso followed, during which a prolific heroin trafficking operation from Cook County was uncovered, seven offenders arrested and charges filed. The case was then turned over to the U.S. Drug Enforcement Administration who made multiple additional arrests in Chicago, and then used  this case to secure more federal funding for the DEA Chicago Field Division's heroin initiative. The actions of Naperville police officers stopped an organized group from distributing heroin in and around the Naperville area.   


"The investigation was a great example of success when local law enforcement agencies, state law enforcement agencies, federal agencies, local prosecutors and state prosecutors all work together with a common goal,” said FOP Lodge 42 President and CAPS award recipient Detective Mike Caruso.  


CAPS is a community group that recognizes public safety personnel for their contributions to Naperville. Each year, Naperville residents are asked to nominate public safety employees who have displayed an interest in Naperville’s residents in a manner above and beyond the call of duty and exhibited a genuine concern for the welfare and well being of all Naperville citizens. There are two annual CAPS Awards Recognition Ceremonies – in the spring to recognize outstanding police department personnel and the fall to recognize outstanding fire department personnel.
